A steam boiler providing high pressure motive steam for the refrigeration compression turbine driver exploded. The boiler firebox causing was breached, triggering a fireball and a second, much larger vapour cloud explosion (VCE) which spread outward completely destroying several units (equal to 43% of the site’s production capacity). It destroyed the administration, maintenance and security buildings, trapping workers under debris. Other units damage was minimal, however surrounding structures, including a nearby power plant, an LNG loading berth and numerous other buildings were damaged. The neighbouring refinery was shut down as a precaution with the effected units eventually rebuilt and restarted later.
